In March 2024, the Essential Services Commission Victoria released the Land Access Code of Practice that transmission companies must adhere to when seeking to access land in Victoria. This will likely lead to other states adopting similar legislation.

Since 2009, Tom has worked on some of Australia’s largest linear infrastructure projects, which has seen him in various roles in the fields of landholder and stakeholder engagement. Tom is currently leading the Landholder Liaison Team responsible for landholder engagement and securing land tenure for the VNI West Project in Victoria. Tom has also developed and is now teaching the first nationally accredited Landholder Liaison Officer short course.
